Chesterton application to be considered further by CDC Councillors on 12 December

Cotswold District Councillors will meet on Tuesday 12 December 2017 to consider further the outline planning application by Bathurst Development Ltd (BDL) for a mixed use development at Chesterton. The special meeting will begin at 10 am and, as for the previous special meeting, the venue will be the Cirencester Baptist Church, Chesterton Lane, GL7 1YE. Formal notification about the special meeting and arrangements will be sent out in due course.
The BDL application comprises the erection of up to 2,350 residential dwellings, and provision of employment land, a primary school, a neighbourhood centre, community facilities (including a health care facility), public open space, allotments, and playing fields on land at Chesterton Farm, Cranhams Lane, Cirencester (known as the Chesterton Strategic Site). For the follow-up Council meeting, officers will produce an update report which will deal with the specific reason for deferral at the September meeting - i.e. the issue of connectivity across the site - and also provide information on a number of other issues on which Members had sought clarification. The report will also cover any new material considerations that have arisen since the original meeting, and an update on representations received. The report will be made public in advance of the meeting.
The Council is currently consulting on amended parameter plans, where the amendments relate to the relocation of the bus-gate in response to the Council’s September decision for deferring the determination of the outline planning application. Although the changes are relatively minor and do not require any revisions to the Transport Assessment or Environmental Statement, the Council has chosen to carry out a formal re-consultation. The end of the consultation period is 8 December and previous comments do not need to be resubmitted.
The Applicant has also produced a document in response to a number of queries raised by Members at the September meeting. This document is now available on the CDC website, along with the amended parameter plans - please go to the Planning Register and insert the application number 16/00054/OUT.
NOTE: The ‘Ordinary’ meeting of the Council previously scheduled for 12 December will now be moved to Wednesday 20 December 2017.
