Home energy conservation strategy
The statutory underpinning of local government home energy activity came mainly from the Home Energy Conservation Act 1995 (HECA). HECA formed Energy Conservation Authorities from all local authorities with a housing responsibility. Energy Conservation Authorities had to prepare and publish an annual report setting out the improvement in the energy efficiency of the District’s housing stock over the previous twelve months and the subsequent reduction in carbon emissions.

Cotswold District Council’s latest HECA Report is available by downloading. This sets out the relevant emissions performance for housing in the District and the way the Council is working with partners to improve on this position.
