Local Development Scheme

The Local Development Scheme (LDS) sets out the council’s timetable for producing the Local Plan.
It describes the Local Plan Documents we will produce, and helps the community to understand the development plan process and how to get involved.

The Local Development Scheme (LDS) is a three year project plan for the period April 2016 to March 2019.

Statement of Community Involvement

The Statement of Community Involvement (SCI) was first adopted in January 2007 and sets out how the Council will engage with the community when preparing planning documents and its policy for consulting on planning applications. In 2010 and 2012 some minor changes were made.

Since the adoption of the SCI, there have been significant changes to the planning system including the introduction of the 2012 Town and Country Planning Regulations, the Localism Act 2011 and the National Planning Policy Framework (NPPF).

The latest SCI underwent a period of public consultation, was amended accordingly and adopted by the Council on 4 September 2014. The latest and previous versions of the SCI are available on the download options below, together with an adoption statement.

Duty to Cooperate

The Localism Act 2011 outlines the duty to co-operate in relation to planning of sustainable development. The National Planning Policy Framework states that public bodies have a duty to cooperate on planning issues that cross administrative boundaries, particularly those which relate to the strategic priorities. The Government expects joint working on areas of common interest to be diligently undertaken for the mutual benefit of neighbouring authorities.

It outlines that local planning authorities should work collaboratively with other bodies to ensure that strategic priorities across local boundaries are properly coordinated and clearly reflected in individual Local Plans.
