Sustainable Construction Policies: Operational Energy and Carbon Evidence Base Complementary Report Operational Energy and Carbon Evidence Base Complementary Report updates the Council’s 2023 evidence base for sustainable construction policies in light of changes to national planning policy and building regulations. It reviews the implications of the Future Homes and Future Buildings Standards, examines relevant Local Plan precedents, and provides updated evidence to support the implementation and justification of operational energy and carbon policies within the emerging Local Plan.
The following documents formed part of the preparation of earlier stages of the Local Plan preparation and are superseded. They have been provided for information and transparency but do not form part of the Local Plan Evidence base:
The Operational Energy and Carbon Evidence Base assesses how planning policy can support the delivery of net zero carbon buildings within Cotswold District. It examines the technical feasibility and viability of measures relating to energy efficiency, low carbon heating, renewable energy generation and building performance, and provides the evidence base for sustainable construction policies within the emerging Local Plan.
The Embodied Carbon Report examines the role of embodied carbon in the construction, use and eventual decommissioning of buildings. It explains the principles of whole life carbon assessment, reviews current policy approaches and industry guidance, and provides evidence and recommendations to inform policies aimed at reducing embodied carbon emissions from new development and retrofit projects.
Sustainable Construction Policies: District Heating Information Paper The District Heating Information Paper examines the role that district heating and heat network technologies could play in supporting the transition to net zero carbon development. It explains the different types of heat networks, assesses their advantages and limitations in the context of Cotswold District, and provides guidance to inform the development of sustainable construction and low carbon energy policies within the Local Plan
Sustainable Construction Policies: Retrofit Topic Paper
The Retrofit Topic Paper examines the role of retrofitting existing buildings in supporting the transition to a net zero carbon district. It assesses the opportunities and challenges associated with improving the energy performance of existing buildings, including those within conservation areas and listed buildings, and provides recommendations to inform planning policies, guidance and other measures that can support low carbon retrofit across Cotswold District.
